libstarlink-pal0 software package provides Positional Astronomy Library (shared library), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libstarlink-pal0
libstarlink-pal0 is installed in your system.
Make ensure the libstarlink-pal0 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libstarlink-pal0 *
You will get with libstarlink-pal0 package name, version, architecture and description in a table
